Welcome to the City of Keene, Texas. It is my honor to serve as City Manager and work alongside our Mayor, City Council, dedicated employees, community organizations, educational partners, local businesses, and residents to ensure Keene remains a community where people are proud to live, work, learn, worship, and raise their families.
Keene is a unique city with a rich history, strong values, and a bright future. As a growing community, we are committed to balancing progress with the qualities that make our city special. Our goal is not simply growth for growth's sake, but thoughtful and responsible growth that strengthens our neighborhoods, supports our local economy, enhances public services, and preserves the character and spirit that residents cherish.
The City Manager serves as the chief administrative officer of the City and is responsible for implementing the policies established by the City Council, overseeing daily municipal operations, preparing and administering the annual budget, managing city personnel, coordinating public infrastructure projects, and ensuring the efficient delivery of services to our community. Working under the Council-Manager form of government, the City Manager provides professional leadership and organizational management while remaining accountable to the elected City Council and the citizens they represent.
Every day, our city staff works diligently to provide essential services that many residents may not think about until they need them. These services include police and fire protection, emergency response, water and wastewater operations, street maintenance, code enforcement, development services, parks and recreational opportunities, utility billing, court administration, records management, and many other functions that contribute to a safe and thriving community. Behind every service is a team of dedicated public servants committed to improving the quality of life for everyone who calls Keene home.
One of our primary responsibilities is being good stewards of public resources. We recognize that every dollar entrusted to the city comes from hardworking taxpayers, utility customers, and businesses. Because of that responsibility, we strive to make financial decisions that are transparent, data-driven, and focused on long-term sustainability. Whether investing in infrastructure, public safety, economic development, technology, or employee training, our objective is to ensure that resources are used wisely and strategically.
Keene continues to experience opportunities for growth and investment. New residential development, expanding commercial activity, industrial investment, and regional partnerships are helping position our city for continued success. At the same time, growth creates new demands on infrastructure, public safety, and municipal services. Our challenge and opportunity are to ensure that we plan effectively today so that future generations inherit a community that is financially stable, well-maintained, and prepared for continued success.
The success of a city is ultimately measured not only by its buildings, roads, or budgets, but by the quality of life enjoyed by its residents.
