Important: Contractor registration must be approved before a permit can be issued.
Please contact permits@keenetx.com to find out if your business has an active registration.
All contractors performing work in the City that require permitting must complete this step. Incomplete applications may delay approval.
What You Need to Register
Please submit the following through the Citizen Portal:
1. Contractor Registration Application
Complete all required fields in the portal.
2. Government-Issued Identification
Upload a valid driver's license or other government-issued photo identification for the applicant or authorized representative. Identification should be uploaded to the “Sensitive Files” section of the portal.
3. Certificate of Insurance (COI)
Provide a current Certificate of Insurance showing:
- Contractor/business name as the insured
- General liability coverage of at least $1,000,000
- Policy effective and expiration dates
- Insurance carrier information
The City of Keene must be listed as the Certificate Holder on the COI:

4. State License — When Applicable
Provide a copy of any current state-issued contractor license applicable to the work being performed, such as:
- Electrical
- Plumbing
- HVAC/Mechanical
- Irrigation
- Other state-licensed trades

All contractor registration documents must be submitted through the Citizen Portal.
Before You Submit
To help avoid delays:
- Make sure all applicable licenses are current.
- Verify your Certificate of Insurance has not expired and City of Keene is listed as the Certificate Holder
- Upload clear and legible copies of all documents.
- Submit all required documents at the same time.
