Every qualified person is encouraged to participate in their local government by applying to serve on a Board or Commission. Appointments are finalized by the City Council, although each Board or Commission may also review and make a recommendation of appointment to the Council for the final decision. The Planning and Zoning Commission (P&Z) is made up of five members of which two may reside in the Extraterritorial Jurisdiction (ETJ), and may have one alternate member. The members shall be taxpayers residing in the city or the ETJ, are qualified voters, each to serve for a term of two years and removable for cause by the appointing authority upon written charges and after public hearing. Appointees shall fill positions which shall be designated by place numbers (e.g., place 1, place 2 and the like). Vacancies shall be filled for the unexpired term of any member whose place becomes vacant for any cause in the same manner as the original appointment was made. All members shall be appointed by the Mayor subject to confirmation by the City Council. Recommendations for appointments to the Planning and Zoning Commission shall be made by the Planning and Zoning Commission Chairperson to the Mayor after a review of the individual's qualifications and commitment of time required and have attended a minimum of two Planning and Zoning regularly scheduled meetings. Board of Adjustment Eligibility:
The Board of adjustment consists of five members appointed by the Mayor and approved by City Council, each to be appointed for a term of two years, and removable for cause, as found by the City Council, on a written charge and after a public hearing. Vacancies shall be filled, through the same appointment and approval process, for the unexpired term of any regular member whose term becomes vacant. City Council may provide for the designation of alternate Board members to serve in the absence of one or more regular members when requested to do so by the Mayor or the chairperson/president of the Board of Adjustment. The alternate member serves for two-year terms and are subject to removal in the same manner as a regular member. All regular and alternate members of the Board of Adjustment must be residents of the city at all times during their terms of office. (City Ordinance Section 30.50)
Keene Economic Development Corporation (EDC Type A) Board Eligibility:
The Bylaws of the Keene EDC (Type A) Board state that the Board shall consist of five directors, each of whom shall be appointed by the city council of the City (the "City Council"). To qualify to be a member of the Board and to maintain such status, the person must be either a resident of the City, a resident of Johnson County, or reside within ten miles of the boundaries of the City in a county that borders Johnson County. Members shall serve for a three-year term.
Keene Business Development Corporation (EDC Type B) Board Eligibility:
The Bylaws of the Keene EDC (Type B) Board state that the Board shall consist of seven directors who are residents of the City, Johnson County, or live within 10 miles of the city and in a county which borders Johnson County. Each of the directors shall be appointed by the City Council. At least three directors must not be employees, officers, or members of the City Council. Members shall serve for a two-year term.

SECTION 7.01: BOARDS AND COMMISSIONS - GENERAL The City Council shall be empowered to create and/or disband all boards and commissions that it deems necessary and/or that are required by State law. Members of boards and commissions are considered City officers for purposes of the Texas Open Meetings Act, Chapter 551 of the Texas Government Code, as amended.
SECTION 7.02: VACANCIES Any vacancy on any board shall be filled following the same procedure provided for making the original appointment. The replacement shall sit on the board for the remainder of the original term.
