The City shall operate under a Council-Manager form of government, with the City Council holding all powers granted by the City Charter and applicable state law. The Council shall consist of a Mayor and six Council Members elected through a combined ward and at-large system. All are elected at-large for two-year terms and serve until successors are elected and qualified.

The City shall have three wards—Wards I, II, and III—and three places—Places 1, 2, and 3. Wards I and III and Place 2 are elected in odd-numbered years; Ward II, Places 1 and 3, and the Mayor are elected in even-numbered years. Ward boundaries shall be set by ordinance and reviewed periodically to ensure equal voting rights and account for significant population changes. Ward representatives must reside in their ward, while place representatives must reside within the City.

General Duties and Powers

Except as otherwise provided by law or by this Charter, all powers of the City shall be vested in the City Council. The City Council shall exercise these powers to ensure the performance of all duties and obligations imposed on the City by law and by this Charter. Specifically, the City Council is provided with, but not limited to, the following powers:

  1.       To enact municipal legislation.
  2.       To appoint and remove all persons appointed by the City Council. See also Charter Section 7.01.
  3.       To set the compensation of all appointed City officers.
  4.       To establish operating policy.
  5.       To establish the boundaries of the City.
  6.       To establish salary structures for each job classification.
